NOTE: Negotiations have been completed for a successor contract (12-14). We will publish the contract online when final language is written. Summary of FSU Collective Bargaining Agreement
July 1 2012 through June 30 2014

Salaries:
Across-the-board raises:
In July 2012, faculty/librarians receive 1.75%
In January 2013, receive 0.5%
In July 2013, faculty/librarians receive 1.75%
In January 2014, receive 0.5%

Merit:
January 2013, a merit pool of 1.25% to cover activities during September 2011-August 2012
January 2014, a merit pool of 1.25% to cover activities during September 2012-August 2013

(Together these equal approximately 3.5% per year, with the same split between merit and across-the-board as in the last contract.)

Eligibility for Merit Increases
All bargaining unit members in their first year of employment during this contract period will receive the average merit award (1.25%).

Curriculum Fee Freeze
The current curriculum fee freeze in the existing Agreement has been extended throughout the life of this Agreement.

Research and Educational Support Funds
Current language establishing a central fund of $100,000 in each year of the contract and the established procedures for distribution remains in effect.

Professional Development Funds – Additional Funds
The University commits to funding a new travel fund to reimburse each tenure-stream faculty member on campus for up to $1,000 per year in travel expenses incurred to present their research, scholarship or creative activity at conferences. The funds for this program will be allocated to and administered by the Deans’ Offices; specific criteria concerning accountability and expenses eligible for reimbursement will be established by Deans on a college-specific basis and provided to the FSU by no later than July 1, 2012. The University will continue its maintenance of effort for current funding of professional development.

Health & Welfare Trust:
The university will increase its contribution by $.50 per FTE on January 2014 (from $14 to $14.50) and again on June 2014 (from $14.50 to $15).

Salary Floors:
Salary floors will increase by the base increase over the contract for all faculty and librarian ranks except the following ranks which will go up to a flat dollar amount:
o    Assistant Professor:    $62,000
o    Associate Professors    $72,000
o    Full Professor:        $90,000

Salary Anomalies Fund:
This will rise to $30,000 per year (from $20,000). The parties will continue to discuss ways to increase the level of funding for this central pool.

Junior Faculty Research Intensive Semester:
The University commits to developing College-specific plans to move incrementally toward the goal of providing a research-intensive semester or its equivalent, by January 2013. 

Faculty Workload/Working Conditions/Research Support Committee:
This labor management committee will discuss issues of concern (and negotiate those by mutual agreement).  These include:  2/2 teaching load, faculty research support needs, changing class scheduling, standardizing class workload.

Parking and Transportation:
There will be a labor management multi-union committee established for the purposes of discussing the process of negotiations and any proposed changes in parking fees/policies at UMB.

Distance Learning/Education:
There will be a labor management committee to negotiate issues relating to distance education.

Non-Tenure Track Faculty:
There will be a labor management committee to negotiate issues relating to NTT faculty. This committee will provide 3 FSU members with course compensation in lieu of release time in the amount of $5000.00 so the committee can meet and fulfill its charge by this May 31st.

Individual Contract Conversion
9 month contracts cannot be converted to 12 month without prior consent from the faculty member who holds the position.   In the case of faculty hired into 12-month positions (whether at their initial appointment at the university or subsequently), the term of the 12-month appointment, together with the specific duties warranting a 12-month appointment will be specified with a required one year notice of intent to revert to a 9 month contract and details of reduction in job responsibilities. 

Gender Equity Study:
The University will conduct a gender equity study to evaluate whether salary and status vary by gender across disciplines – to be completed by the end of this contract period.

Additional FSU course buyouts:
The administration will fund 2 additional course buyouts per semester in the 1st year, (and 1 or 2 buyouts per semester in the 2nd year), for the purpose of improving the implementation of the contract. 

In addition, the parties have agreed to provide 4 additional course releases specific for completing the expedited bargaining process through the established committees during the fall 2012 semester.

FSU Service:
FSU Service will explicitly count as University service in the contract.

Department Personnel Committees:
The parties agreed to continue discussions regarding administrative proposals to limit DPC voting rights on major personnel actions to those who hold equal or greater rank.
