FSU Contract - 2020-2023

Dear FSU Members,

Attached is the FSU Contract for 2020-2023 which you can also find here.  Thanks to the Core Bargaining Team and all of you for supporting the bargaining process.

The FSU been receiving a fair amount of email about both raises and the contractual changes for NTT faculty.

1) Raises, back pay, and other pay adjustments will be rolled out by Human Resources over the next two or three paychecks.  We’ve repasted the email that HR sent out to all faculty below.  Essentially, raises come first, then backpay and lump sum payments, followed perhaps by any additional adjustments.   It’s worth reviewing your paychecks, while perhaps allowing the process to unfold over the next couple pay periods.  If you have questions, HR is available.

2) Eligible Senior Lecturer II’s may apply to become Senior Lecturer IIIs (a new category gained in bargaining). The process/timing is essentially the same as the promotion process for going from Senior Lecturer to Senior Lecturer II (see Article 21.12 of the contract for more details on the promotional process).

3) Full-time Senior Lecturer IIs (teaching 4-4) will have a teaching load of 4-3 for next academic year (with additional service in the semester when you teach 3 courses). Full-time Senior Lecturer II’s should contact their chair regarding plans for the course load reduction for 22-23.

I write to inform you that UMass Boston will be processing a 2.5% FY20 salary increase and a 2% FY21 salary increase on the following schedule for eligible benefited non-unit staff and for eligible faculty and staff in the bargaining units listed below: 

·         May 13, 2022 – Eligible UMass Boston FSU faculty, DCU department chairs, benefited non-unit professional and non-unit classified staff, PSU Unit A staff, and police lieutenants will see their new rate reflected in their paychecks. 

·         May 27, 2022 –Eligible UMass Boston FSU faculty, DCU department chairs, benefited non-unit professional and non-unit classified staff, PSU Unit A staff, and police lieutenants will receive any payment to which they are entitled for: i) the retroactive portion of any FY20 and FY21 salary increase and ii) any one-time lump sum payment in recognition of the disruption caused by the COVID pandemic and the cooperation of university employees during that time.  FY20 increases will be effective July 5, 2020; FY21 increases will be effective July 4, 2021.     

For unionized employees, the terms of and eligibility for these increases and any COVID-related lump sum payment are governed by the provisions of the applicable collective bargaining agreement.  Eligibility information for non-unit employees is detailed below. 

Non-Unit Staff Raises and Performance Evaluations 

General Eligibility 

To be eligible for the base salary increases described above, an otherwise eligible non-unit employee must be actively employed in a benefited UMass Boston non-unit position as of the May 2022 date that each raise is implemented, unless after the effective date of the relevant raise the employee i) died or ii) retired with the state retirement board or ORSP immediately after leaving their UMass Boston employment.  In addition: 

  • To receive the FY20 salary increase, the employee must also have been employed in a benefited non-unit position as of April 5, 2020 and have remained continuously employed in such a position since that date (except in cases of death or retirement as outlined above).   
  • To receive the FY21 salary increase, the employee must also have been employed in a benefited non-unit position as of April 5, 2021 and have remained continuously employed in such a position since that date (except in cases of death or retirement as outlined above).
  •  

​In recognition of the disruption brought about by COVID and the related contributions of non-unit staff, non-unit employees who were hired into a non-unit position on or before April 1, 2022 and who remain continuously employed in such a position through and including May 27, 2022 will be eligible for a single lump sum payment.  This payment will be the greater of i) 1.5% of the employee’s base salary (exclusive of any overtime, additional compensation or other additions) calculated after the implementation of any FY20 or FY21 salary increase, or ii) $1000.  All lump sum payments will be prorated for those non-unit employees whose FTE is less than 1.0 at the time of payment, and all payments are subject to taxes and withholdings. No employee will receive more than one lump sum payment for this purpose. 

Non-unit employees who previously were notified that they would not receive base salary increases such as those discussed above are not eligible for them.  The eligibility for these base salary increases of non-unit benefited employees who received an off-cycle increase during FY20 or FY21 will be considered on a case by case basis. 

Performance Evaluations and Eligibility 

An otherwise eligible non-unit employee’s job performance must be satisfactory, as documented in the performance evaluation for the relevant period, in order for them to be eligible to receive any raise or lump sum payment described in this memorandum.  If the CY2021 evaluation has not been submitted to Human Resources for an otherwise eligible employee, please provide a fully executed copy by Monday, May 9, 2022 to ensure the employee's eligibility.
